The Road Racing Competition Committee appreciates the submission of the 2026 Formula Race Promotions (FRP) technical specifications for the USF2000 tube frame car with the Mazda MZR engine. The RRCC needs additional information to make a decision on the request to replace the 2018 FRP technical specifications for the MZR-powered USF2000 car. Please submit information with a new letter to crbscca.com about the specific parts on the USF2000-MZR car, in addition to those parts for which allowances have already been made in the GCR, that are either unavailable or difficult to find along with specific descriptions of the corresponding and noncompliant parts that competitors may be using as replacement alternatives to the original parts.
The Road Racing Competition Committee does not recommend this change. GCR section 1.2.3.C.2 states that "Specific class rules in the Category Section of the GCR shall take precedence over . . . the General Technical Specifications" (such as section 9.3.47). The FC rules state the following in section 9.1.1.B.1.d: "Formula F and Formula Continental are restricted classes. Therefore, any allowable modifications, changes, or additions are as stated herein. There are no exceptions. IF IN DOUBT, DON'T." The requirements for FC spec tires are provided in sections 9.1.1.B.10.g and 9.1.1.B.10.h, and these rules do not authorize modifications or changes. The RRCC does not believe it is in the best interests of the class to authorize modifications or changes to spec tires.
The Road Racing Competition Committee does not recommend this change because the FM uses a number of major components that fall outside the general FC rules. While two cars that are reasonably close to the class concept have been allowed into FC as "spec line" cars, the rules state that additional spec line cars are disfavored. Creating an additional spec line for a car that uses several major components that do not comply with the general rules is outside the scope and intention for the class. To the extent that a performance disparity between the FM and other cars in the FX class is a concern, the RRCC notes that competitors facing this situation in other classes have sometimes organized an unofficial championship for that car type within their class and/or recognized individual competitors' performance by awarding separate trophies and taking their own podium photos. This has worked well both regionally and nationally but does require organization on the racers' part.
The Club Racing Board does not recommend this change. FC is a restricted class. The combination of the MZR engine with a 5- speed transmission has been allowed in a spec line only in the USF2000 tube frame chassis based on that package's specific performance level. The relative parity between the Zetec engine and the MZR engine with the current restrictor is just one component. The 5-speed transmission in that combination remains outside the FC ruleset and would require the creation of a new spec line, which is expressly disfavored under the FC rules.
Request to Adjust Classification of the USF2000 MZR Package
The Club Racing Board does not recommend this change. FC is a restricted class. The MZR is not an approved engine under the general FC rules, and neither is a 5-speed an approved transmission. Allowing F4 into FC to Increase Involvement, and Safety.
Thank you for your letter. The Club Racing Board does not recommend this change. The F4 cars use a carbon fiber chassis, which is not permitted in the FC class. However, both the FIA Certified 1st Gen Ligier JS F4 and 2nd Gen Ligier JS F422 are currently classified in the FX class. Please see the GCR for the specifications and restrictions.

Introduction of the MZR-powered USF2000 cars would serve to reopen the debate about balance of performance issues in FC, which would likely result in a decrease in participation in the class. In addition, USF2000 cars are an integral part of the FX class. During the 2021 U.S. Majors season USF2000 cars accounted for approximately 20% of the entries in FX, and the class would have been unable to achieve an average of 4.0 cars per event without their participation.
