TB/E&O: Eliminate redundant hand control rules

Effective 1/1/25, GCR Section 9.3.28 HAND CONTROLS, change as follows:
"Hand controls may be approved on a case-by-case basis. Such approval shall be in writing from the Road Racing TechnicalManager and shall be in the driver’s possession at all competitions. are permitted."
Effective 1/1/25, GCR section 9.1.9.2.D.9.c.4., remove the following in its entirety and renumber the subsequent sections
accordingly:
"Hand controls are permitted in those instances where the driver can demonstrate the physical need for them."
Effective 1/1/25, GCR section 9.1.10.E.9, change as follows:
"Radio/stereo audio equipment and air conditioning refrigerant systems are the only options permitted and may be non-
