Request to add verbiage for Restricted Drivers

Add a new GCR section 9.3.28 and renumber sections as follows:
“9.3.28. HAND CONTROLS
Hand controls may be approved on a case-by-case basis. Such approval shall be in writing
from the Road Racing Technical Manager and shall be in the driver’s possession at all
competitions.”
