After much investigation and discussion into these items, and reflection upon the proceedings that brought them to light, it was determined that a wide variety of vehicles throughout the Production Category have modifications to diff covers, diff mounts, and trans mounts that could potentially be ruled illegal to the rules as they were written. Therefore, the rules addressing these items were heavily scrutinized for both clarity and intent, which then drove the decision to make the changes as published. It is believed that these revisions both clean up multiple "grey areas" and are within reason of the Prep. Level 2 ruleset. The Prod Committee understands that the timing and the optics of the situation are poor, but this doesn't affect the determination that changes to these rules to more accurately represent intent was needed.
In GCR, Section 9.1.7.1.D.6.1.General, change as follows: "Effective 1/1/27 all engines for Hoosier Super Tour/Runoffs and all Major events starting in 2028 must be the Roush Performance turn key sealed engine part # 0000-01-5015-KT. NO MODIFICATIONS OR ADJUSTMENTS ARE ALLOWED. These engines are purchased through Mazda Motorsports by calling 800-435-2508 or visiting www.mazdamotorsports.com. For all events in 2027 other than the Hoosier Super Tour and Runoffs, engines prepared to specifications listed in 9.1.7.1.d.6 are permitted."
In GCR, Section 9.1.3.A Purpose, add the following: "Turbocharged/Super charged cars are not eligible for Improved Touring competition unless explicitly listed."
In Required Equipment, GCR section 9.3.19.C.1, add the following effective 1/1/26: "Driving suits that effectively cover the body from the neck to the ankles and wrists. One piece suits are highly recommended. All suits must bear an SFI 3.2A/1, SFI 3.4, or higher SFI certification label or an FIA 1986 Standard, FIA Standard 8856-2000, or FIA Standard 8856-2018 homologation label. Underwear of fire resistant material shall be used, but is optional with suits carrying an FIA Standard 1986 Standard or FIA Standard 8856-2000 label or SFI 3-2A/5 or higher (e.g., /10, /15, /20) certification label. FIA 8856-2018 suits do not expire regardless of manufacturing date, but they must be maintained in acceptable condition (e.g., no rips, tears, other damage)."
In Racing Rules and Procedures, GCR section 6.1.1.F, add the following: "(Effective 1/1/26) OPEN BLACK, DISPLAYED AT ALL STATIONS – The session has been stopped; all cars must stop racing and proceed directly and immediately to the pits, exercising extreme caution. No passing is allowed. This flag will be displayed with an 'ALL' sign at the Starter's stand and the sign may also be shown at station(s) elsewhere on the course."
In On-Board Fire System Requirements, GCR section 9.3.22.A.6, change as follows: "All fire systems shall be serviced according to manufacturer's specifications; however, biennial recertification of SFI systems is not required."
In Driver's Safety Equipment, GCR section 9.3.19.C.2, change as follows: "(Effective 1/1/2026) Crash helmets approved by the Snell Foundation with Snell sticker 2015 or later Special Application SA2015/SAH2015, or by the SFI with a SFI Sticker SFI 31.1/2015 or newer, or by the FIA standard 8859-2015 or FIA 8860-2010 or newer. SFI labeled helmets must have a year printed on the label to be valid. SFI 2015 Helmets will be valid through 2026. Each driver's helmet shall be labeled with a minimum of the driver's name. The use of a head and neck restraint system that has been certified in accordance with SFI 38.1 or FIA 8858-2002 or 8858-2010 is required; an SFI 38.1 or FIA 8858-2002 or 8858-2010 label must be properly affixed to the device. Accident damaged helmets should be sent by the driver or a representative to the Snell Memorial Foundation, 3628 Madison Ave., North Highland, CA. 95660 (ph.) 916-331-5073 (attn. Edward B. Becker). the accident should be included. Freon based total loss helmet cooling systems are not allowed." In Driver's Safety Equipment, GCR section 9.3.19.C, add a new section as follows and renumber the subsequent sections accordingly: "3. (Effective 1/1/2026) The use of a Head and Neck Restraint (H&NR) system that has been certified in accordance with SFI 38.1 or FIA 8858-2002 or 8858-2010 is required; an SFI 38.1 or FIA 8858-2002 or 8858-2010 label must be properly affixed to the device. H&NR devices do not time out irrespective of any stated expiration date, but they must be maintained in acceptable condition (e.g., no damage to the H&NR device, straps, or pads)."
Thank you for your letter. The Club Racing Board does not recommend this change. Specifics as to the designation of the racing surface at individual circuits should be handled in the supplemental regulations for each event as track layouts may vary considerably.
In Window Safety Nets, GCR section, 9.3.55, change as follows: "Window safety nets shall must be used on the driver's side window of all closed cars unless these are factory (OEM manufacturer) and FIA GT3/GT4 race prepared cars with fixed Lexan front door windows as noted on a Specification Line. All window nets shall must meet SFI Specification 27.1., and shall must bear an "SFI Spec 27.1.,Label" to that effect. Alternatively, window nets that meet the requirements of FIA J253.11 may be used. Competitors must provide proof of meeting the FIA standard, either via certification or physical measurement. (Note: Window nets need not be dated.) Window nets do not time out irrespective of SFI expiration date. The window net shall must be equipped with a quick release device and when released it shall must fall down, thus not having to be flipped up on the roof. cable ties, hose clamps, and elastic cords are not permitted. Holes in the roll cage to accommodate either support rod are unacceptable unless bushed and welded completely. Refer to figures 7 and 8, "Proper Window Net Installation," for additional information on mounting methods. Closed cockpit Sports Racing cars may use arm restraints in lieu of a window net. Legends Cars are not required to have a window net."

The rain light(s) shall must be turned on when directed to by the Race Director or Chief Steward. 1. Non-Formula and Sports Racing c Cars competing in classes other than Formula (open wheel) and Sports Racing classes shall utilize must use the original equipment red tail lights taillights, or the red rain light described in 9.3.33.B.2, or both. Light assemblies may perform both rain and brake light functions provided they have two distinct illumination levels. The rain light described in 9.3.33.B.2, if used, must not strobe on cars other than Formula or Sports Racing cars.

2. A red taillight rain light meeting FIA Standard 8874-2019, Technical List No. 76, is required on all Formula (open wheel) and Sports Racing cars. This light shall must be mounted approximately on the centerline of the car. Light assemblies are considered one light for the purposes of this rule, irrespective of the number of individual lamps the assembly may contain. The rain light may strobe only on Formula and Sports Racing cars. 3. Original equipment tail light assemblies may be used. Light assemblies may perform both rain and brake light functions provided they have two distinct illumination levels. Lights that function as strobe lights are not permitted except in Formula and Sports Racer classes. The taillight may strobe when directed to be used as a rain light."

Thank you for your letter. It is not recommended to allow an alternate intake manifold or method of air/fuel delivery, as those are against the core philosophy of Limited Prep for non-rotary engines. Fuel injection can already be modified extensively within the current rules, plus multiple carburetor options are already allowed for this vehicle as well.
In GCR, Section 7.4.B., change as follows: "The above penalties if imposed by the Race Director or Chief Steward for on-track infractions (ex. Contact, PUY, Failure to follow flag instruction, etc.) incur 1-point automatically in lieu of the stated points in the above schedule. Above penalties imposed for car non-compliance (ex. Illegal part, failure to meet weight, fuel, stall test, etc.) will not incur an automatic 1-point penalty if imposed by the Race Director or Chief Steward. If a Chief Steward’s Action is protested and the protest is disallowed (upholding the Chief Steward’s Action), the SOM may, at their discretion, assign penalty points as listed above. The Race Director or Chief Steward may impose a 1-point penalty on a competitors competition license for penalties imposed by CSA for especially dangerous or egregious infractions under any general competition rules."

Thank you for your letter. The Porsche 914 has Prep2 classifications in HP with the 1.8L engine and in FP with the 2.0L engine. Neither of these classifications have been attempted, so there is no on-track results or data to include for consideration of adjustments or re-classification. The PAC would like to see these attempted to assist with these considerations, as was the case with the few 2.0L cars that were previously moved from FP to HP.
In Production, GCR Section 9.1.5.B.5, change as follows: "Any Improved Touring car meeting all the requirements of ITCS 9.1.3 may compete in the Production class in which the same make, model and engine displacement car is classified. For Improved Touring cars competing in Production, the level of preparation and modifications will be as determined by ITCS 9.1.3 and not by PCS 9.1.5, however any DOT approved tire as defined by 9.3.45 is allowed."
In STU Table B, Improved Touring Vehicles (1985-), change Notes as follows: "Must completely conform to ITCS requirements. Tires must conform to 9.1.4, Tires & Wheels" In STL Table B, ITA-spec and ITS-spec RX7, change Notes as follows: "Must completely conform to ITCS requirements. Thank you for your letter, but this is not recommended, as this classification belongs in HP. Significant variances in weight is something that exists in every non-spec production-based racing category. This change would also not change the group this vehicle would be racing in, or the vehicles it would be racing around. It is the responsibility of every competitor to be aware of their surroundings and their fellow racers, regardless of weight or class differences.
In the HP "Toyota MR-2 1.6L (85-89)" spec line, please correct the Track column as follows: "1532 47 / 1532 47" In GCR, Section 9.1.5.C.4, please change as follows: "Track specifications will be set at 103% of the car’s stock track, plus 2.5 inches."
Thank you for your letter. This change is not recommended. A "Targa-Type Top" is defined in the GCR as being fully removable above the driver's seats, while a "T-Type Top" is defined as having two separate removable sections, but that the roof is otherwise in a fixed position, and removing a fixed position roof is not within class philosophy.
EP/FP/HP Request to consider allowing factory ABS in Prod

The introduction of ABS into the Production Category was discussed and surveyed at great length, while additional changes to the Brakes section of the rule-book were being considered. However, due to competitor response and feeling to this specific issue, as well as several other changes also being made to the brake rules at the moment, it is not recommended to add ABS into the Production Category at this time.
In Appendix F, Technical Glossary, add new definitions as follows: "Gurney flap - A small tab projecting from the trailing edge of a wing, typically set at a right angle." "Wickerbill - (see Gurney flap)"
FP Request to classify Porsche 914 2L in LPrep FProd
Thank you for your letter. This classification is not recommended at this time, as 2.0L is considered too much displacement for HP. The Production Committee would like to see the 914-4 1.8L campaigned in HP, to better gauge the competitiveness of this vehicle.
In HP, Porsche 914-4 (1.8L), add to notes as follows: "A 2-stage dry sump is allowed, but it must be cam-driven only and mounted in the same location as the OEM oil pump."
In GCR, section 9.3.27., make changes as follows: "All fuel, oil, and water lines, including gauge and vent lines, that pass into or through the driver/passenger compartment, shall be of steel tube or metal braided hoses or protected by a wall–like bulkhead container (Coolsuit lines are exempt)."
Request to clarify windshield clips, OE glass-bonded windshields
In GCR Section 9.3.55, add wording as follows: “Windshield safety clips and rear window safety straps are required on all closed cars, except on American Sedan, B-Spec, Spec Miata, Touring, Improved Touring, and Super Touring, where they are optional. Alternatively, no clips or straps are required if polycarbonate windshields and rear windows are securely bolted to the frame. No clips or straps are required if bonded-glass factory windshields and/or rear windows are attached to chassis per original specifications (i.e., glass-bonding adhesive).”
