Proposed changed to Prototype classes

The P1 and P2 classes are being combined due to a lack of participation. But for the merger, neither class would be likely to
receive an invitation to the 2025 Runoffs. It is simply not possible to maintain a class for cars that do not race; it is unfair to
those that do. While the merger is certainly not what everyone would prefer (reasonable fields of P1 and P2 cars would be in
everyone's best interest), this does give competitors the opportunity to continue to race. P2 rules will remain in the GCR and
the P2 class will continue as a Majors class in 2025. P2 cars may compete at Runoffs in the new Prototype class under the
existing P2 rules or using the allowances provided under the new P rule set.
